You have to:
 - unpack the tarball
 - run make in source directory: 
   make install include_modules="pa mysql rls dialog" prefix=/ser/path/

 - re-create the database (root!):
   cd scripts/mysql
   ./ser_mysql.sh drop
   ./ser_mysql.sh create
   
 - update installed config file
   change all xcap_root settings to your XCAP root server or its simulation

Warning:
  Since this version are changed rls module parameters and parameters 
  of handle_rls_subscription!
